Disaster Management, Road safety

Introduction

Right to life and safety is a fundamental right of any citizen. This is guaranteed under the Indian Constitution. Anything which is hazardous to human beings and violates the right to life, such as road safety is covered under this Right. Road fatalities currently lead the list of accidental deaths in India, much more than any other accidental deaths like by drowning, fire, rail or air mishaps, etc.

At the inquest of the world’s first road traffic death in 1896, the Coroner was reported to have said ‘this must never happen again’. More than a century later, 1.35 million people are killed on roads every year and up to 50 million more are injured. Without action the loss of lives on the roads is expected to be around 1.9 million each year by 2020.

Road safety is an issue that does not receive anywhere near the attention it deserves.

Background and current scenario

The Hard Facts

  • Indian road network is the largest in the world with the total length of 55 lac km.
  • Roads carry 87.4 percent of passenger and 65 percent of freight traffic.
  • India’s Gross Domestic Product (GDP) share in road transport sector is 4.5 percent.
  • In India, there is a road accident every minute, whereas one fatal accident takes every three minutes.
  • The analysis of road accident data 2016 reveals that about 1,317 accidents and 413 deaths take place every day on Indian roads, which further translates into 55 accidents and loss of 17 lives on an average, every hour, in our country.
  • About 68.6 percent of all persons killed in road accidents are in the 18-45 years’ age group during the year 2016.

Sustainable Development Goals (SDGs)

In September 2015 the United Nations launched the 2030 Agenda for Sustainable Development – the development framework that replaces and builds on the achievements of the Millennium Development Goals. Road safety was absent from the Millennium Development Goals but road safety targets have been integrated into the new 2030 Agenda.

With the launch of the Sustainable Development Goals, road safety is receiving increased international attention, and is included in two of the 17 Goals of this new global agenda.

3. Good Health and Well Being

11. Sustainable Cities and Communities

Ensure healthy lives and promote well-being for all at all ages: 3.6. By 2020, halve the number of global deaths and injuries from road traffic accidents.

Indian Context

The 3rd Global Ministerial Conference on Road Safety “Achieving Global Goals 2030” will take place on 19–20 February 2020 in Stockholm, Sweden, where the conference aimed to chart future strategic directions for global road safety, and define ways to accelerate action on proven strategies.

Road safety in India:

  • Data on “Road Accidents in India 2018”
  • Significance of Road Safety
  • Impact of lack of Road Safety
  • Causes of Road Accident
  • Brasilia Declaration on Road Safety
  • The Motor Vehicles (Amendment) Act, 2019

Activities Undertaken by Specific Organizations & Institutions

(Safety of School Children during Transportation)

Activities included:

  1. Training & refresher course of the already formed water user groups on ground water crisis
  2. Awareness in the communities, prepare disaster mitigation plan and implementation of the same
  3. Conducting small study, data collection on the different factors leading to disasters and ways to combat it
  4. Sensitization of Gram Panchayets on making disaster mitigation plan
  5. Rescue during disaster, emergency relief distribution during and after disaster
  6. Post disaster activities :
    (i)   Construction, repair of houses, animal shed post disaster
    (ii)  Distribution of livestock, plants
(iii) distribution of education materials to students

Activities Under Thematic Area:

Possible Interventions & expected outcomes

Road Safety is critical issue with more than 1 reported fatality every three minute in India. Thus, there are many dimensions to the problem. Unfortunately, India does not have as many running initiatives or organizations and we too, are not huge to address all issues. We thus have focused only on behavioral aspect of driving training, which nobody is currently into and we believe, this is the most critical area which if addressed properly has the potential to significantly bring down casualties.

We thus have designed initiative around RSDAS – which is Road Safety Driver Accreditation System – which actually trains drivers on why to drive safely, rather than how to drive.

Description:

RSDAS is an acronym for Road Safety Drivers Accreditation System. RSDAS believes safety resides in mind and drivers if given behavioral training, it will not only help reduce road fatalities but also improve their personal, social and family lives, indirectly also contributing to Road Safety.

RSDAS believes, drivers need to be motivated to undertake training. Thus, pull should be created from people, individuals, and corporate recruiting drivers by way of hiring RSDAS certified drivers. Then they will automatically strive to improve their RSDAS Scores, undergo trainings, and lead a safer society. Safer him is safer us. RSDAS thus encourages people to employ RSDAS Certified drivers.

Outcome/Benefit:

  • Safer Driver- Safer Road
  • Lesser Accident save more lives
  • Lesser Asset Damages
  • Passengers feel safe
  • Good behavior- build good society
  • Driver’s development is his family’s development and is the development of the society
  • Nation Building
  • Skilled Driver
  • Latest & verified data base can be used for social/official purpose
